The purpose of this scholarship is to provide financial assistance to full-time students demonstrating their leadership abilities, and interest in pursuing a career in welding engineering or welding engineering technology. All applicants must be at least eighteen years old, have a 2.5 GPA or above, and have a high school diploma. An essay and letters of recommendation or references are required to apply.

It's basically a summary of why you're great and deserve the scholarship or funding you're applying for! Typically, students ask teachers, mentors, coaches, or employers (never family or friends). FYI: You have to ask someone to write a letter of rec for you.
